According to the Department of Posts order dated 29th September, 2023, regarding the unification of the Multi-Tasking Staff (MTS) cadre, what major organizational shift was enacted, what subsequent restriction was placed on Rule-37 transfers, and what specific career progression rules apply once an MTS joins a chosen promotion channel?
Unification of the MTS Cadre: The competent authority approved the structural unification of the MTS cadre across all branches of the Department of Posts. This unified cadre effectively merges MTS posts existing across Subordinate Offices, Administrative Offices, and Postal Accounts Offices (PAOs), including the Motor Mail Service (MMS), Return Letter Offices (RLO), and Civil/Electrical wings. Moving forward, recruitment is managed through a single, standardized set of Recruitment Rules.
Restriction on Rule-37 Transfers: Following this unification, MTS officials belonging to Subordinate Offices strictly cannot be transferred to Administrative Offices or DAP (PAOs) and vice-versa under the provisions of Rule-37 of the P&T Manual Volume-IV. However, mutual or individual service transfers across these different office categories remain permissible under Rule-38 of the P&T Manual Volume-IV.
Career Progression and Promotion Channels: Once an MTS candidate successfully opts for and enters a specific line of promotion, all their subsequent promotions are bound strictly to that respective channel:
If an MTS joins the Postman/Mail Guard line, they automatically become eligible for future departmental progression toward the Postal Assistant (PA) / Sorting Assistant (SA) cadre only, losing any claim to lines within the Postal Accounts Offices.
Conversely, if an MTS transitions by promotion into a Lower Division Clerk (LDC) position within the DAP, their future administrative promotions remain confined strictly to the higher cadres of the DAP (Postal Accounts) line, where the LDC serves as the specific feeder grade.
