According to the Department of Posts clarifications dated 19th June, 2019 regarding the Postman and Mail Guard (Group 'C') Recruitment Rules (RRs), 2018, what are the specific rules and exemptions established for existing Gramin Dak Sevaks (GDS) regarding educational qualifications and driving license requirements, and how are vacancies handled when eligible multi-tasking staff (MTS) or GDS candidates are unavailable?
For Gramin Dak Sevaks (GDS) who were officially engaged prior to the notification of the new 2018 Recruitment Rules, the educational and other specialized qualifications listed in Column 7 of the RRs have been specifically relaxed. Consequently, a candidate is not required to possess a two-wheeler driving license at the time of appearing for the promotion examination.
While a driving license is not an immediate requirement for the examination, selected candidates must subsequently acquire a valid driving license to drive a two-wheeler or light motor vehicle within a mandatory period of two years from the actual date of their appointment to the Postman cadre.
If vacancies earmarked for promotion through the Limited Departmental Competitive Examination (LDCE) cannot be filled due to the non-availability of eligible Multi-Tasking Staff (MTS), those remaining vacancies must be systematically added to the vacancy quota allocated for the competitive examination limited to Gramin Dak Sevaks (GDS).
