Policy guidelines for introduction of IDC at rural areas
• The policy guidelines do not mandate the inclusion of rural Branch Post Offices (BOs) under Delivery Centres. Delivery in rural areas can continue through existing setups, such as BOs or Sub Offices (SOs), depending on operational efficiency and cost-benefit analysis.
• Rural deliveries can be performed during the daytime, as family members are often available at home. Early morning and late evening deliveries are not mandatory but can be carried out based on mail volume and operational requirements.
1. After the rollout of Delivery Centres, BO mail can be delivered in one of three ways:
o Through Delivery Centres, where delivery staff attached to the DC serve the BO area.
o Through Delivery POs (Account Offices), where the BO delivery area is served by delivery staff attached to the Delivery PO.
o Through Branch POs, continuing the current practice of sending BO mail from the Delivery PO (Account Office).
2. The conveyance of BO account bags will be mechanized, improving productivity and efficiency without altering the existing BO network.
3. The existing ABPMs in rural BOs are engaged in diverse activities, including financial services, AEPS payments, CSC services, and business development. The policy emphasizes maintaining this robust network to ensure service delivery in rural areas.
4. The maximum one-way delivery distance of 15 km for incorporating BOs into DCs has been fixed to ensure operational efficiency. However, the workload of GDS staff will be adjusted to ensure they do not exceed their prescribed 5-hour duty.
5. The existing BO network will remain intact, with mechanized mail conveyance further enhancing service delivery.
6. The policy acknowledges the unique delivery requirements of rural areas and suggests that rural areas may be exempted from IDC implementation or considered in Phase II.
