210. Local Prohibitions. –
· The transmission is prohibited in the localities shown :
· Opium and morphia and their preparations, coca leaves, Indian hemp (including charas, Bhang and ganja) and extract and tincture of Indian hemp (gannabesindica) cocaine and its allied drugs, preparation thereof.
· Government consignments can be transmitted on the following conditions:
· only the parcel post may be used, and
· the parcel shall be accompanied by a declaration.
· Opium and morphiaetc, can be sent by post by any chemist licensed
· that they are sent by the parcel post and that the parcels are insured.
· that their transmission by post is not prohibited and in every case transmission is covered by a permit.
· that each parcel containing the details and contents, the permit number and date covering the transmission.
· Manufactured articles containing the skins or feathers of bird (such as fans and boas) also come within the above prohibition.
· All dangerous drugs and Narcotics as defined in the Dangerous Drugs Act, 1930.
P.O. Guide – Part I
To be studied for the examination point of view
1. The Post offices which are kept open for specially extended hours are called as :- Night post office.
2. The working hours of the Night post office are generally fixed by the – Head of the circle.
3. Under whose orders, the working hours of the night post office can be extended up to 8.30 pm and keep them open Sundays – Director General posts.
4. The NPOs will function on Sundays and holidays in one shift only – Between 10-00 am to 17.00 pm.
5. The NPOS will not do the work on Sundays & National holidays – The delivery functions and payments of MOS, S.B /SC work and cash remittance to other post offices.
6. Enquiry related to postal business and sale of stamps and stationary is allowed at the POs – During the entire working hours of the PO.
7. If a postal article is redirected by air following the request, the necessary surcharge shall be collected from – the addressee.
8. If the addressee or his agent fails to take delivery of parcel within seven days from the date of services of notice, it will be treated – as unclaimed and disposed of.
9. If three parcels received for delivery to a person having aggregate of more than 10 kgs, but individual weight is less than 10 kg, the articles shall be sent out for delivery – through postman.
10. A parcel, having weight of more than 10 kgs –shall be delivered at the premises on the payment of – additional sum of Rs. 5/- by the sender in the shape of postage stamps.
11. Insured articles for more than the value of Rs. 500/- shall be delivered only at the – Post office window.
12. Before delivery of an insured article, the delivery staff should obtain signature in ink – the receipt and acknowledgement.
13. If the payee of the money order refuses to take payment, it should be returned for to the remitter – on the same day.
14. A VP article can be returned to sender – in case if it is not claimed within 7 days from the date of intimation.
15. A letter was delivered by a third person to whom the letter was addressed without the knowledge of post office – No action can be taken under Post Office Act since it is outside the of the privilege of P.O. monopoly. (83)
16. Postman brought a speed post article and handed over to Mail PA that registration is not compulsory. The mail PA – should hand over the same to speed post counter for booking. (171)
17. The facility of prepayment of postage charges in cash is not available for insured article. (12)
18. The condition of posting of registered newspaper is that it should be published at the interval of not more than 31 days. (140)
19. Business Reply services is a facility under which a person can obtain a reply from his client without making him to pay the postage. Such replies can be obtained through – Business reply cards. (116)
20. The compensation for the loss of registered article is restricted to the maximum of Rs. 100/-. (162)
21. VP articles can be detained at POs (Exceeding 7 days from the date of receipt) by paying demurrage charges after the intimation period in the shape of – postage stamps.
22. One article presented for certificate of posting – The counter PA should refuse it since the provision of certificate of posting is withdrawn.
23. If one postman paid a money order to the wrong payee, he should recover the amount from that person and credit under UCR.
24. Identification cards can be issued only to literate persons. (63)
25. Once a notice arrival of a postal article is given to the addressee, - it need not be redirected to elsewhere. (67)
26. If the sender of an article requested the postmaster to redirect the article from transit office, it cannot be redirected. (67)
27. Insured articles having insured for more than Rs. 500 /- it will be delivered only at the post office window.
28. If an open delivery of a damaged insured article is demanded, it should be opened only in the presence of postmaster. (42)
29. In case of open delivery of a damaged insured article, the inventory should be prepared in duplicate and one copy should be sent to the sender.
30. Money orders, RL, Insured & VP articles addressed to be paid/ delivered to a particular person of a firm for which the post box is registered, should be paid/ delivered only through the postman. (56)
31. If the lock and key are not surrendered by the renter of a Post Box after the expiry of the rental period and not renewed within 15 days, the deposit will be forfeited. (56)
32. No application for the renewal of the post box is entertained unless it reaches the Postmaster before the – expiry of the period for which rent has been paid in advance (56)
33. A letter/ article posted without required postage is charged on delivery with double the postage. (101)
34. Unpaid minimum is fixed as Re one. (101)
35. The client who receive the Business Reply envelope need not pay the postage for reply. The usual postage plus + Rs.1 as handling charges per article will be recovered from the sender at the time of delivery. (116)
36. The permit of Business reply service will remain in force till 31st March of the Financial year. (118)
37. Blind literature packets are exempted from payments of postage. (136)
38. Blind literature pockets are transmitted by surface route only. Will be transmitted by air if air mail surcharge as if for packet is paid. (136)
39. Blind literature pockets should not contain any communication written in writing. (137)
40. Blind literature pockets should not weigh more than 7 kg. (137)
41. The authority for registration of newspaper and grant licence will be the divisional heads viz. SSP/SP. (140)
42. Copy /copies of newspapers posted under the licence of Registration of newspaper should be posted without a wrapper or with a wrapper open at the ends. (140)
43. The registration details should not be printed on the wrapper. (140)
44. Any postal article found to contain prohibited or suspected articles will be marked as' Doubtful' and forwarded. (212)
45. Any indecent or obscene printing, painting, photograph or other indecent or obscene article- shall not be sent by post. (209)
46. Any living creature or other thing which is either noxious or likely to injure other postal articles – should not be sent by post. (209)
47. Lottery tickets or circulars relating to lotteries cannot be sent by post. (209)
48. Gold coin or bullion or both cannot be sent by normal post. They can be sent only through Insured post that too for a maximum of Rs.100000/- only. (209)
49. Postal articles shall be recalled under the orders of the divisional heads. (34)
50. The Franking machine meter shall be reset only at the post offices where the licence is issued. (58)
51. If a parcel is suspected to contain any written communication other than the permitted, it will be forwarded to its destination marked – for open delivery. (145)
52. A V.P. article marked as post restante is kept in deposit for seven days.(64)
53. In case of deficiency in fees or postage of a registered article, twice the fee for registration will be realised. (171)
54. If the addressee fails to pay the charges in full in case of deficiency in the fees or postage on an unregistered parcel, the parcel should be returned to the sender for recovery. (145)
55. The amount specified for remittance to the sender of VP article should not exceed Rs. 5,000 /- (186)
56. An application for recall of an article (Inland) after posting or alteration of address of a postal article can be done by paying the fee of Rs. 6/- in the shape of postage stamps. (34)
57. Application for recall of an insured article shall be made with the original receipt granted by the post office. (34)
58. If an Indian postal order presented for payment is required to be made through savings bank it should be crossed in ink. (248)
59. If the remitter of a money order desires to stop the money order which has not been paid, he should apply in writing at the P.O. where it was issued. (228)
60. If the remitter of a M.O desires. that the amount the M.O. booked by him to be paid to some other person other than the payee named in the M.O. this can be entertained on payment of a second commission equal to the first. (227)
61. Any person residing within the regular beat of the postman can have all the letters received to his address delivered to him regularly at the window of a post office with free of charge. (57)
62. An addressee desires to receive all fully prepaid unregistered articles at the post office in a locked bag, he is the holder of window delivery tickets.
63. The fee for the business reply service permit during the first quarter (April to June 30) be charged with Rs. 200 /- for full year. (116)
64. The permit for the business reply service will remain in force up to 31st March of the financial year. (118)
65. The undelivered Pockets of registered newspapers will be returned to sender after seven days. (74)
66. The refused unregistered articles on which sender's address are found are returned to office of posting. (74)

72. Mobile Post offices remains closed on Sundays and post office holidays.
73. Mobile post offices do not book insured and VPP.
74. Branch post offices will keep open for five hours maximum. (Minimum of 4 Hrs)
75. These is no clearance of letter Boxes on Sundays and holidays
76. During specified hours on Sundays & P.O. holidays, all RMS offices generally book registered articles on payment of usual fee plus late fee.
77. Franking machine licenses is entitled to a commission of 3 % on the value of franks used.
78. Parcels or VPP with less than 10kg will be issued only once for delivery.
79. Parcels above 10 kg shall be delivered only at the window of the post office.
80. Machine Franked articles should not be posted in letter boxes.
81. The sender of a postal article posted in India may be withdrawn or have its address altered, so long as the article has not been delivered to the addressee.
82. The Post office reserves the right to withdraw the post box without notice or With out any reasons being assigned.
83. The identity cards are issued by all HPOS and SOS.
84. A duplicate ID will be issued on payment of a fresh fee and after giving a written declaration.
85. Complaints relating to speed post should be preferred written one month from the date of booking.
86. book packet should not contain any paper money, postage or other stamps, hundis, cheques, currency notes and all orders of payment of money except a stamped envelope, post card or wrapper. (120-126)
