What are the administrative reasons, modalities, and operational guidelines for merging the Mail Motor Service (MMS) cadres of Assistant Manager and Deputy Manager with the mainstream Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) cadres?
The Department of Posts structured the structural merger of these management tiers within the Mail Motor Service (MMS) units through the following guidelines:
1. Administrative Reasons for Merger
Due to historical re-designations and structural adjustments within the MMS cadre, a critical vacancy vacuum was created. In the absence of qualifying feeder grade officials, posts of Assistant Manager and Deputy Manager could not be filled through standard promotion channels, severely disrupting day-to-day MMS operations.
2. Modalities of Merger
The cadre of Assistant Manager, MMS stands merged with the mainstream cadre of Inspector Posts.
Consequent upon vacation of an Assistant Manager post (via superannuation or otherwise), that specific position is automatically merged with the regular sanctioned strength of Inspector Posts in the respective Postal Circle.
Active Assistant Managers, MMS who fulfill eligibility conditions under prevailing Recruitment Rules can still be promoted to vacant Deputy Manager positions as long as incumbents remain.
If no qualified official is available for promotion, the vacant Deputy Manager post is permanently merged with the sanctioned strength of ASPs in that specific Postal Circle.
This cycle repeats continuously until all old MMS managerial posts completely phase out and merge into the ASP cadre.
3. Operational and Tenure Guidelines
Following the merger, all future postings of IP and ASP personnel into MMS units will be made on a tenure basis by the concerned Head of the Circle.
Mainstream officers deployed to MMS units remain strictly subject to the standard rotational transfer instructions issued by the Postal Directorate from time to time.
