The centralized guidelines for allocating Postal Circles to newly selected Inspector Posts (IP) candidates distinguish clearly between the two modes of recruitment:

1. Allocation of LDCE Candidates (The 2024 Amendment)

The allocation principle for officials who pass the Limited Departmental Competitive Examination (LDCE) relies heavily on matching availability with a candidate's existing background:

An official selected to the cadre of Inspector Posts through the LDCE will first be allocated to their Home Circle, provided that a clear vacancy is available in that circle.

If the number of qualified candidates from a specific circle exceeds the vacancies available within that Home Circle, the surplus candidates will be allocated to other available Postal Circles based on their overall merit-cum-preference.

This policy (introduced via amendment in July 2024) explicitly overrides the previous generalized committee rules established in the July 2023 guidelines.

2. Allocation of Direct Recruit (DR) Candidates

For candidates selected externally via the Staff Selection Commission (SSC) Combined Graduate Level Examination (CGLE), the allocation follows a purely competitive format:

Candidates are assigned to one of the 23 Postal Circles strictly based on their rank/merit, their submitted choice preferences, and the vacancy available when their turn is reached.

The Postal Directorate reserves the right to pre-determine and throttle the number of vacancies made available for allocation in each individual Circle to maintain administrative parity across the country.

3. General Administration and Committee Mandate

For cases requiring systematic placement (such as sorting out surplus candidates or promotions), the process is managed centrally by a Departmental Committee chaired by the DDG (Personnel), alongside the Director (SPN) and ADG (SPG) as members.

Once an allocation is approved by the competent authority and circle assignments are issued, the decision is final. Requests for mutual exchange, revision of choices, or circle alterations are not entertained.
