What are the structural changes, paper-wise syllabus details, qualifying criteria, and administrative pre-requisites introduced under the revised pattern for the Inspector of Posts Limited Departmental Competitive Examination (LDCE)? 

The revised pattern introduces a comprehensive restructuring of the examination as follows: 
1. Structural Changes 
Number of Papers: Reduced from 5 papers to 4 papers. 
Marks & Format: Each paper carries 300 marks (up from 100) and consists of 150 Multiple Choice Questions (MCQs). 
Duration & Conditions: The duration for each paper is 3 hours, and the examination is conducted entirely without the aid of books. 

2. Paper-Wise Syllabus Breakdown 
Paper-I (Postal Operations & Management): Covers Acts, rules, guidelines, and instructions relating to Inland & Foreign Posts, Mail Operations, Money Remittances, Savings Bank Schemes & Certificates, Rural & Postal Life Insurance; Departmental Organization, Office Procedure, Material Management, and Establishment/Administrative matters. 
Paper-II (Service Rules & Accounts): Covers CCS (Conduct) Rules, CCS (CCA) Rules, Postal Accounts, Fundamental Rules and Supplementary Rules (FRs & SRs), and Financial Hand Books (FHBs). 
Paper-III (Legal Framework & Citizen Rights): * Constitutional & Procedural Law: Constitution of India, Code of Civil Procedure (CPC), and Code of Criminal Procedure (CrPC) provisions regarding proclamations and attachments. 
Evidence & Penal Laws: Indian Evidence Act (relevancy of facts, oral/documentary evidence) and Indian Penal Code (punishments, public servant offences, contempt of lawful authority, breach of contract). 
Special Acts: Right to Information (RTI) Act and Consumer Protection Act. 
Paper-IV (General Competency): Covers English Language, General Knowledge, and Reasoning/Intelligence Test.
 
3. Qualifying Marks 
General Category: Requires a minimum of 40% marks in each individual paper, subject to an overall average of 45% across all papers. 
SC/ST Category: Requires a minimum of 33% marks in each individual paper, subject to an overall average of 38% across all papers. 

4. Administrative Pre-requisites for Recommendation 
Before recommending an official's application for the examination, the Competent Authority must verify and certify from the APAR/ACR records that no disciplinary action or vigilance case is pending or contemplated against the applicant.
