Grant of Transport Allowance at a double rate for persons with disabilities:

Grant of Transport Allowance at a double rate for persons with disabilities:
• The Department of Posts, has circulated a compendium of instructions from the Ministry of Finance, Department of Expenditure, regarding the grant of Transport Allowance at double the normal rates to persons with disabilities employed in the Central Government.
• Employees with benchmark disabilities who possess a valid disability certificate are eligible for the allowance.
• The categories of disabilities are based on the Rights of Persons with Disabilities (RPwD) Act, 2016.
• The eligible disabilities include:
o Locomotor Disability (including Leprosy cured, Cerebral Palsy, Dwarfism, Muscular Dystrophy, Acid Attack victims, Spinal Deformity, and Spinal Injury).
o Blindness and Low Vision.
o Deaf and Hard of Hearing.
o Speech and Language Disability.
o Intellectual disability (including Specific Learning Disabilities and Autism Spectrum Disorder).
o Mental Illness.
o Chronic Neurological conditions (such as Multiple Sclerosis and Parkinson's disease).
o Disability caused by blood disorders (Haemophilia, Thalassemia, and Sickle Cell disease).
o Multiple Disabilities (more than one of the specified disabilities).
• The requirement for a recommendation from the Head of the Department of a Government Hospital has been removed.
• A disability certificate issued by a Certified Medical Authority is sufficient.
• The allowance is granted from the date the certificate is received by the Administrative Authority.
• New employees who submit a valid disability certificate at the time of appointment will receive the allowance from the date of their appointment.
• Employees already receiving the benefit based on older certificates from Government Civil Hospitals will continue to do so.
• The allowance is not admissible to employees who are provided with a Government vehicle.
• The double rate of Transport Allowance is admissible regardless of whether the employee lives on campus or within one kilometer of the office.
