Meeting with Dr. Jitendra Singh, Minister of State (I/C), Ministry of Science & Technology and MoS, PMO on August 4, 2025

Meeting with Dr. Jitendra Singh, Minister of State (I/C), Ministry of Science & Technology and MoS, PMO on August 4, 2025

The meeting was held at the Parliament Office in New Delhi with a delegation from the Government Employees National Confederation (GENC). 
Key issues and the Minister's responses:
Constitution of the 8th Central Pay Commission (CPC): The Minister assured that the government is consulting with state governments and that an announcement is likely to be made soon.
Scrapping of NPS/UPS and restoration of OPS: The Minister directed his secretariat to arrange a meeting between GENC and the Secretary, Department of Pension & Pensioners' Welfare, which took place on August 5, 2025.
Enhancement of Compassionate Appointment Quota: The Minister stated that the existing ceiling is based on legal rulings and is unlikely to be enhanced, and the current practice will continue.
Restoration of Commuted Pension: The Minister noted that there is no proposal under active consideration as the Department of Pension has already clarified its position.
Transfer of Unfilled Direct Recruitment Vacancies: It was suggested transferring unfilled vacancies to the Departmental Promotion (DP) quota. The Minister stated that if the concerned administrative ministry proposes this, it may be considered favourably.
Reduction in Residency Period for Promotion: The Minister advised that this issue could be addressed by the 8th CPC once it is constituted.
Credit/Cashless Facility in CGHS and CS(MA) Hospitals: The Minister assured that he would take the matter up with the Ministry of Health & Family Welfare for sympathetic consideration.
Ensuring Regular JCM Meetings: The Minister informed that directions have already been issued to all Ministries/Departments and he would reiterate them.
Pay Fixation and Leave Encashment for Re-employed Ex-servicemen (PBOR): It was requested uniformity and justice in fixation benefits. The Minister noted that the matter is under active examination.
Conversion of Half Pay Leave (HPL) into Commuted Leave: It was sought an amendment to the CCS (Leave) Rules, 1972. The Minister assured that the demand would be examined on a priority basis as it appeared reasonable.
