Constitution of a committee to standardize the handling of loss and fraud cases.
• The committee is tasked with examining draft guidelines and preparing a new Standard Operating Procedure (SOP). It consists of the following members:
• Shri Chandrasekhar Kakumanu, PMG, SK Region, Bengaluru will be chairperson. Finance Nominee will be Ms. Chaitra Reddy, DAP, PAO, Karnataka.
• Shri N R Giri (Director, Central Region, Kerala) and Shri G. Senthil Kumar (SPOs, Kanyakumari) will be members of the committee
• Shri B Chandrakantha Kamath, APMG (Vigilance), Karnataka will e the Member Secretary.
• The committee has the authority to co-opt additional members from various Circles if required.
Terms of Reference
• The committee is mandated to review suggestions from the CPMG Gujarat Circle and submit a detailed report covering:
• Creating a structured system to distinguish between perpetrators, collaborators, and those with supervisory lapses, linking these roles to specific financial liabilities.
• Recommending measures to prevent arbitrary charge-sheeting and ensure consistency in how losses are apportioned.
• Identifying gaps in current Directorate instructions and proposing necessary amendments or replacements.
• Examining the feasibility of a computational methodology for dividing pecuniary loss between principal and subsidiary offenders.
• Proposing a technology-driven method for Past Work Verification (PWV) using APT 2.0 capabilities to replace manual notices.
• Developing a consolidated SOP for internal investigations, referencing global standards like ISO 37008:2023.
• Interim Observations: Due by January 31, 2026.
• Final Report and Guidelines: Due by March 5, 2026.
