Relative Merit Points System (RMPS) for compassionate appointments and the transition to an online process:
The department is reviewing the RMPS to ensure transparency and objectivity in assessing the indigent condition of families. The revision is necessary due to:
• 7th Central Pay Commission (CPC) Impact: Significant hikes in terminal benefits and pensions (a factor of 2.57) required updated point slabs.
• Rationalization: Adjusting weightage for dependents to balance factors like educational status and physical disability.
• Uniformity: Ensuring a standard practice for holding Circle Relaxation Committee (CRC) meetings across all circles.
Proposed Relative Merit Points System (RMPS)
The committee proposed 12 items of evaluation, with 10 specifically based on point slabs. Key attributes and proposed points include:
Special Provisions
• Bonus Points: 15 bonus points are awarded to a widow (or wife of an official retired on medical grounds) if she is the applicant.
• Disability/Chronic Disease: 10 points awarded if the applicant or a family member has a 60% disability or suffers from chronic illnesses like Cancer or Kidney failure.
• Educational Qualification: Used for cadre/post allocation after the initial selection based on indigence points.
The department plans to move to a digital platform to mitigate corruption and increase speed.
• Platform: The system will utilize the Core System Integrator (CSI) database.
• Data Sourcing:
o From CSI Payroll/HR Modules: Pension, terminal benefits, number of dependents, and leftover service.
o Via Web Portal: Information not in CSI (Aadhar, mobile number, property details, and unmarried daughters) will be collected via a web portal with self-declaration.
• Manual Mode: Employees who do not have an ID on the CSI platform (e.g., those who applied before the CSI rollout) will continue to be processed manually.
• Meetings should be held once a year for all cadres simultaneously.
• The date of death or medical retirement will be the fixed cut-off for all attribute assessments.
• Applicants should be given their first preference for station or a location near their hometown/division whenever possible.
