What is the maximum duration a candidate’s name can be kept under consideration for a compassionate appointment if no vacancy is immediately available?

According to the 2003 guidelines, the following rules apply to the duration of consideration: 
If an appointment cannot be made in the first year due to a lack of vacancies within the 5% quota, a prescribed Committee must review the case. 
The Committee evaluates the financial condition of the family to decide if the case warrants an extension for one more year. This extension is subject to the availability of a clear vacancy and the candidate being deemed deserving and "penurious" (living in extreme poverty). 
A person's name can be kept under consideration for a maximum of three years. 
To reach the three-year mark, the Committee must review and formally certify the applicant's penurious condition at the end of both the first and second years. 
If an appointment is not possible after three years of consideration, the case is finally closed and will not be considered again.
