What are the specific procedural relaxations and limitations for the appointment of meritorious sportspersons in the Central Government?
According to the Office Memorandum, the Government of India provides specific relaxations to the standard recruitment procedure to facilitate the entry of meritorious sportspersons into Civil posts. The key provisions are as follows:
• Ministries and Departments are permitted to recruit meritorious sportsmen in any year provided that the total number of such recruits—when combined with all other existing reservations (such as SC/ST/OBC)—does not exceed 50% of the total vacancies intended for direct recruitment.
• For posts typically filled through the Staff Selection Commission (SSC), appointing authorities have the discretion to "hold back" or notify up to 5% fewer vacancies to the Commission. These reserved vacancies are then filled directly by appointing meritorious sportsmen, provided the overall 50% reservation cap is maintained.
• The 2014 memorandum was issued specifically because it was observed that some Departments were not scrupulously following these established instructions. All Ministries and Departments are strictly requested to bring these rules to the notice of all concerned authorities to ensure compliance.
