What are the administrative responsibilities regarding the counselling of dependents, and what role does the Welfare Officer play?
The department is mandated to take a proactive role in assisting the family rather than waiting for them to navigate the rules alone. DoP&T O.M. No. 14014/02/2012-Estt.(D) dated 30.05.2013 places the responsibility on the Welfare Officer of the concerned Ministry, Department, or Office to inform the dependents about the scheme. The Welfare Officer is responsible for providing appropriate counselling and facilitating the entire process of compassionate appointment. This includes ensuring that the dependents of a deceased or medically retired official are aware of their rights and the procedural requirements to apply for relief.
