To expedite relief for a grieving family, the government provides several procedural exemptions that bypass standard bureaucracy. Under DoP&T O.M. No. 14014/02/2012-Estt.(D) dated 30.05.2013, compassionate appointments are exempted from the standard recruitment procedure, meaning they are made without the agency of the Staff Selection Commission (SSC) or the Employment Exchange. Furthermore, these appointments are exempt from the requirement of obtaining clearance from the Surplus Cell of the DoP&T. Most significantly, they are exempt from any general ban orders on the filling up of posts that may be issued by the Ministry of Finance (Department of Expenditure), ensuring that a critical compassionate vacancy can be filled even during a recruitment freeze
