To what extent is the reservation roster applicable to compassionate appointments, and how are these candidates adjusted against SC/ST/OBC/General categories?

Compassionate appointments are not exempt from the national reservation policy; rather, they are integrated into the existing framework. DoP&T O.M. No. 14014/02/2012-Estt.(D) dated 30.05.2013 stipulates that a person selected on compassionate grounds must be adjusted in the recruitment roster against the appropriate category depending on their own classification. For example, a candidate belonging to the SC category will be adjusted against an SC reservation point, while a General category candidate will be adjusted against a vacancy point meant for the General category. This ensures that while the appointment is made on compassionate grounds, it does not mathematically bypass the prescribed percentages of reservation for SC, ST, and OBC communities.
