What are the conditions and penalties for occupying a Departmental Inspection Quarter for more than 60 days?

The Department of Posts has established strict protocols to prevent the unauthorized or prolonged use of Inspection Quarters (IQ) by officials:

Permission to occupy an IQ beyond 60 days is granted very sparingly and requires the personal approval of the Director General. 

Heads of Circles must forward requests well in advance using a prescribed proforma. The application must include details on whether the officer has applied for government accommodation and if they have previously refused an allotment (even if the offered unit was one type below their entitlement). 

Rent Charges:

o For authorized stays beyond 60 days, the rate is 12% of the basic pay (including special pay). 

o For unauthorized occupation, the payment of damages rent is mandatory. 

Officials who occupy quarters unauthorizedly or provide incorrect information in their application are liable for disciplinary action by the Department in addition to paying penal rent. 

Before granting an extension, the Directorate considers if the officer has evaded taking entitled accommodation from the Circle Pool or Directorate of Estates on grounds of unsuitability.
