Under the MPLADS for postal buildings, what are the specific responsibilities of the Postal Circle regarding technical planning and the final handover process?
The SOP outlines a strict division of labour between the Department of Posts and the local district authorities to ensure the buildings meet departmental standards:
• Even if the land is provided by a State Government or third party, the Postal Circle Office is solely responsible for preparing the Schedule of Accommodation (SOA) and the architectural drawings through the Postal Civil Wing.
• The Postal Circle must examine a recommendation and communicate its acceptance (NOC) to the district authorities within 30 days of receipt.
• While the Department provides the designs, the District Authority decides the implementing agency (such as CPWD or State PWD).
• Once the project is completed, the local postal authorities must depute a team from the Postal Civil Wing for a final technical inspection. The Department is under no obligation to take possession of the building if the project is incomplete or does not meet the specified standards.
• Upon taking possession, the Department of Posts assumes full responsibility for the operation, maintenance, and upkeep of the asset at its own cost.
