How is the Fair Rent Assessment Committee (FRAC) constituted for hiring office accommodation, and what are the associated financial approval protocols?
The Department of Posts follows a structured hierarchy for rent assessment based on the classification of cities (X, Y, and Z) and the amount of rent demanded. The key protocols include:
• Levels of FRAC: Committees are organized into three levels (1st, 2nd, and 3rd). The Regional PMsG or CPMsG are responsible for ordering the constitution of the appropriate FRAC level for units under their jurisdiction when the rent exceeds the powers of the Divisional Head.
• Divisional Head Powers: Divisional Heads are authorized to hire accommodation within their delegated financial powers (under Schedule III and IV) without requiring a Fair Rent Assessment Committee, depending on the city class.
• Financial Approvals: For rent amounts exceeding the Divisional Head’s powers, financial approval is granted by the Regional PMsG or CPMsG.
• Escalation to Directorate: The 3rd Level FRAC examines cases that fall beyond the powers of the Regional PMsG/CPMsG. These proposals must be forwarded to the Directorate with the recommendations of the Head of the Circle/Region and the concurrence of the Circle Internal Financial Adviser (IFA).
