What are the specific conditions and regulations for crediting unutilized joining time to a Government servant's Earned Leave (EL) account?
When a Government servant is transferred in the public interest but does not avail of the full joining time admissible to them, the unutilized portion may be credited to their leave account subject to the following conditions:
• The period of joining time that is not utilized is credited to the individual's Earned Leave account.
• This process is strictly regulated in terms of the provisions of sub-clause (ii) of clause (a) of sub-rule (1) of rule 26 of the Central Civil Service (Leave) Rules, 1972.
• Joining time can be combined with vacation or any other kind of regular leave, regardless of its duration.
• While joining time is flexible with most leave types, it cannot be combined with casual leave.
