To whom are the CCS (Joining Time) Rules applicable, and who is excluded?
The rules apply to all Government servants appointed to Civil Services and posts under the Central Government, including work-charged staff. However, they do not apply to Railway employees, Armed Forces Personnel (and those paid from defence services estimates), Government servants engaged on contract or those not in whole-time employment, and Government servants paid out of contingencies.
