House Rent Allowance to Central Government employees
To which categories of employees does the Master O.M. No. 2/4/2022-E.IIB dated 30.12.2022 apply, and who is excluded?
Under Order No. 2/4/2022-E.IIB dated 30.12.2022, these instructions apply to all civilian employees of the Central Government, including those paid from the Defence Services Estimates and persons serving in the Indian Audit and Accounts Department. However, separate orders are issued by the Ministry of Defence and the Ministry of Railways for Armed Forces personnel and Railway employees, respectively. Furthermore, these rules do not apply to staff paid out of contingencies (casual labour) or government servants on ad hoc or personal rates of pay unless their appointment orders specifically provide for the drawal of HRA.
