According to the Office Memorandum No. ND/SW-II/W 135 2004 dated 13.05.2007 (incorporating Ministry of Urban Development instructions dated 14.03.2008), the Department of Posts has decided that due to fund constraints, only specific upgradation and repair items shall be undertaken in a phased manner. These prioritized works include specific items from the kitchen sub-head (such as removal of chimneys and stainless steel sinks), toilets and bathrooms (including ceramic floor tiles and dado work), and other fixtures like wire-gauze shutters for windows, provided that field officers obtain prior approval from the concerned administrative postal authority. While the general policy allows for a wider range of free upgradations upon vacation or occupancy—such as granite worktops and electrical power points—no work involving structural changes is permitted, and the decision of the CPWD regarding the structural nature of any requested alteration is final
