According to the Ministry of Urban Development, Directorate of Estates Office Memorandum No. 12035/28/96-Pol.II(Vol.II) dated April 25, 2013, the amendment notified via the Gazette of India dated 23.4.2013 is applicable to all allottees retiring on or after 23.4.2013. It is explicitly clarified that this amendment does not apply to allottees who retired prior to 23.4.2013, as those individuals remain eligible for accommodation retention based on the rules that were in force before the amendment took effect.
