AIDEF demands amendments to the 8th CPC's ToR:
• The ToR of the 8th CPC on Emoluments ("To work out an emolument structure conducive to attracting talent to Government service, promoting efficiency, accountability and responsibility in the work culture" ) is totally different from the corresponding ToR of the 7th CPC.
• The phrase "due regard to expectations of stakeholders" (Employees expectation) is missing in the 8th CPC's ToR.
• The ToR for the 8th CPC should be redrafted at par with the 7th CPC to include the expectations of stakeholders.
• The demand for the restoration of the Non-Contributory Pension under CCS Pension Rules 1972 (now 2021) by replacing the New Pension Scheme (NPS) for Central Government Employees recruited on or after 01.01.2004 is not included in the 8th CPC ToR.
• The Hon'ble Finance Minister is appealed to include this demand in the Terms of Reference of the 8th CPC.
• The ToR of the 8th CPC unfortunately keeps out more than 69 Lakhs Central Government Pensioners and Family Pensioners from its purview, which is considered unjustified discrimination as pension revision is their right.
• The 7th CPC ToR specifically included examining the principles governing the structure of pension and other retirement benefits, including revision of pension for employees who retired prior to the date of effect of its recommendations.
• The Government is requested to issue an amendment to include the revision of pension for employees who retired prior to the date of effect of the 8th CPC (i.e., 01.01.2026).
• AIDEF also requested inclusion of the restoration of the commuted value of pension after 11 years and enhanced pension by 5% once in 5 years from the date of retirement, as recommended by the Parliamentary Standing Committee.
• The ToR given to the 7th CPC had a specific reference to recommend the Date of effect of its recommendation, but no such reference is made in the 8th CPC ToR. This gives the impression that the Government will unilaterally decide the date of implementation.
• Wage Revision and Pension Revision take place once every 10 years, and the implementation date for the last four CPCs was consistently 01.01. followed by the year (e.g., 7th CPC was 01.01.2016).
• It is automatic and justified that the 8th CPC recommendations should be implemented w.e.f. 01.01.2026, and this date should be included in the ToR of the 8th CPC.
