159. Following the recommendations of the Seventh Pay Commission, what are the specific eligibility criteria for receiving Training Allowance as detailed in the revised government directives?
According to the Office Memorandum issued by the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, under No. 13024/01/2016-Trg. Ref. dated November 12, 2018, the following criteria govern the admissibility of Training Allowance:
Training Allowance is admissible only to faculty members who join training academies, institutes, or establishments to impart training for a specified duration and are subsequently expected to return to their parent units.
This allowance is strictly not admissible to permanent faculty members who have been recruited directly by the training academies, institutes, or establishments specifically for the purpose of imparting training.
This directive was issued in continuation of the department's earlier memorandum dated October 24, 2018, and received concurrence from the Comptroller and Auditor General of India on July 2, 2018.
