Payment of Training Allowance at Training Establishments
158. Under what conditions is the payment of Training Allowance permitted for faculty members at training establishments within the Department of Posts, and what is the official reference for this directive?
According to the Ministry of Communications, Department of Posts, under order No. 01-22/2010-Trg. dated 26.12.2018, the Competent Authority has granted permission for the payment of Training Allowance to all "faculties" of training establishments, including Regional Training Centres. These payments are to be made at rates notified by the DoP&T from time to time, as per the guidelines in DoP&T OM No. 13024/01/2016-Trg. Ref dated 24-10-2017 and its subsequent clarification dated 12-11-2018.
The eligibility for this allowance is subject to the following specific conditions:
• The allowance is applicable to faculty members who join training academies or institutes for a specified period and are expected to return to their parent units afterward.
• Training Allowance is strictly not admissible to permanent faculty members who have been directly recruited by the training establishment for the purpose of imparting training.
