114. According to the recent Department of Expenditure instructions (e.g., O.M. No. 19030/1/2017-E.IV dated 13.07.2017 read with enhancement orders in 2024), how are the various rates of Travelling Allowance (TA) and Daily Allowance (DA) revised when the Dearness Allowance (DA) for Central Government employees increases by 50%?

As per the fundamental rules laid out in the Ministry of Finance, Department of Expenditure O.M. No. 19030/1/2017-E.IV dated 13.07.2017, several components of the Travelling Allowance (TA) are structured to increase automatically by 25% whenever the Dearness Allowance (DA) payable to Central Government employees reaches or exceeds 50%. Consequent to the DA reaching 50% effective from January 1, 2024, various administrative departments (such as in Circular dated 13.05.2024 or EPFO Circular dated 04.07.2024) have confirmed the upward revision of these entitlements.

Under these revised rates, the limits for hotel accommodation, food charges, and local travel have been enhanced. For example, the maximum reimbursement for hotel accommodation for officers in Pay Level 14 and above has increased from ₹7,500 to ₹9,375 per day, while for those in Levels 9 to 11, it has moved from ₹2,250 to ₹2,813 per day. Similarly, the lump sum food charges for Level 14 and above have been revised from ₹1,200 to ₹1,500 per day, and the rate for journeys performed by own car or taxi (in places where no specific rates are prescribed) has increased from ₹24 to ₹30 per km.

These revisions apply to all official journeys, including tours, training, and transfers. It is important to note that while the rates have increased by 25%, the other underlying terms and conditions governing these claims—such as the requirement for self-certification or the production of vouchers for certain levels—remain unchanged as per the original 2017 guidelines.
