58. What are the service conditions for Gramin Dak Sevaks (GDS) who were deputed to the Army Postal Service (APS) as Group 'D' employees, and were subsequently regularized in the Group 'D' cadre, as outlined in the order dated October 26, 2010?

The order, dated October 26, 2010, with the number 90413/APS 1C/R-341(b) (PL), clarifies the service conditions for Gramin Dak Sevaks (GDS) who were regularized as Group 'D' in the Army Postal Service (APS).
These GDS officials will not be reverted to the civil side until they are discharged from the APS on their retirement date, as applicable to the APS. The APS Directorate will try to retain these officials until their civil superannuation date.
Upon discharge from the APS, these officials will be deployed to Group 'D' vacancies available in the civil side. If there are no Group 'D' posts available, they will have no option but to proceed on voluntary retirement directly from the APS.
They are not to be debarred from appearing in the LGO examination. However, if they qualify, they will not be permitted to revert to the civil side.
If, for any reason, a GDS who has been regularized as Group 'D' in the APS reverts to the civil side, they will be ranked junior most in the civil gradation list. Their date of entry into the civil post will be their date of entry into the grade for seniority purposes.
The service rendered in the APS as a Group 'D' will be counted as regular service for all purposes, except for claiming seniority on the civil side. All consequential benefits, including TBOR/BCR, will accrue from the date of their regularization in the APS.
