5. How are late arrivals handled for government servants who have no casual leave left?

According to an Office Memorandum from the Ministry of Home Affairs, Department of Personnel and Administrative Reforms, if a government servant arrives late without a valid reason and has no casual leave to their credit, the following procedure is to be followed:

i. The official will be informed that they'll be treated as unauthorizedly absent for the entire day.

ii. The employee can then choose to either face the consequences of this unauthorized absence or apply for an alternate type of leave, such as earned leave, for the full day.

iii. If the employee applies for earned leave or any other applicable type of leave for the day, the competent authority may sanction it.

iv. This procedure is applied when the administrative authority doesn't want to excuse the late arrival but also doesn't consider it a case for disciplinary action
