1. What does the term 'disabled' include, according to the Office Memorandum dated November 17, 2014?
According to the Office Memorandum dated November 17, 2014, the term 'disabled' includes blindness or low vision, hearing impairment, locomotor disability or Cerebral Palsy, leprosy cured, mental retardation, mental illness, multiple disabilities, and Autism Spectrum Disorder.
The inclusion of Autism was a decision made after consultation with the Department of Disability Affairs, as children with this condition require continuous caregiver support, and the government employees who are their caregivers need to be able to provide this support on a continuous basis. This decision was based on the understanding that a new environment could hinder the rehabilitation process for a child with a disability, and that the creation of a support system for rehabilitation takes years.
