• In the office of exchange, Articles other than postcards and aerogramme paid for postage equal to at least 75% of the air surcharge or, in the case of postcards and aerogramme 50% of the combined charge should be forwarded by air as per provisions of Rule 111-A.
• In the office of exchange: Letters and postcards bearing postage less than that required for surface mail should be forwarded to the office of exchange concerned for onward transmission by surface route, after following the provisions of Rule 111-A.
• If an unregistered article of the letter or parcel mail taken from a letter box or received in sorting, is found to be open, torn or otherwise damaged or without contents a remark as “received open”, “received torn/damaged", "without contents”, as the case may be, should be written on the article by the sorting postal assistant or assistant sorting assistant and initialled by the Postmaster or Head Sorting Assistant. (R-114)
• Any article of the kind mentioned above is noticed in the office of delivery, in course of distribution of articles to postmen, it should be closed or repaired before it is issued for delivery if necessary, enclosed in an envelope by delivery assistant and make suitable remarks on the article with the initial of the postmaster. (Rule 114)
• If an article, the registration of which is compulsory, if found unregistered in the course of sorting or received for delivery, in a post office, should be made over to the official in charge of registration or parcel department for registration (R-115(1)
• If the fee for registration has not been prepaid, a fee equal to double the deficiency in the usual registration fee should be charged on it. This amount plus any postage due on the article be marked on the face of the article and a note should be added under the signature of the Postmaster. (R -115-(1)
• If the article is found in a section or mail office not authorized to perform registration work, the article should be forwarded in a protecting cover or bag to the postmaster of the destination with proper remarks. (Rule 115 - (3))
