13. Guidelines on Issue of My Stamp (Regulation 13)
• Customized "My Stamp" is a personalized sheet of Postage Stamps where corporate houses, organizations, and institutions can have customized sheets printed from India Post.
• Along with these customized themed stamps, the organization may choose to print their logo, images of their organizations/institutions, or photographs of their employees.
• One "My Stamp" sheet contains 12 stamps, each with a face value of Rs. 5/-, and the cost of one sheet is Rs. 300/-.
• The mandatory quantity for organizations to place demand is 5000 sheets.
• The total amount payable for 5000 sheets is Rs. 15,00,000/-.
• Organizations must place their demand 2 months in advance.
• India Post will print 500 customized "My Stamp" sheets for sale.
14. Philatelic Advisory Committee (Regulation 15)
• The Philatelic Advisory Committee (PAC) comprises a Chairman, Vice-Chairman, Official Members, Non-Official Members, and a Member Secretary.
• The Minister-in-charge of the Ministry of Communications serves as the Ex Officio Chairman, and the Minister of State for Communications is the Ex Officio Co-Chairman.
• Official Members are nominated from the Department of Posts, Department of Economic Affairs, SPMCIL, Ministry of Culture, or any other Ministry as decided by the MOC.
• Non-Official Members are nominated from fields such as Art and Culture, Music and Dance, History and Literature, Environment, Sports, Academics, and Philately, including one Member from Lok Sabha and one from Rajya Sabha.
• The Deputy Director General of the Philately Division, Directorate, is the designated Member Secretary of the Committee.
• The PAC advises on commemorative stamps, special stamps, and other related matters.
• It recommends proposals for inclusion in the Annual Stamp Calendar, ensuring it reflects major cultural, social, and developmental concerns of the country.
• It provides recommendations and suggestions on formulating or revising guidelines for issuing commemorative postage stamps.
• The PAC usually meets once a year.
• The tenure of the Philatelic Advisory Committee is two years from the date of its constitution notification.
15. Manner of Affixing Postage Stamps (Regulation 16)
• Stamps affixed to an item must be completely adherent to the item itself, not to any part of its content, a separate label, or other device tied or attached to the item.
• Stamps should be affixed to the top right-hand corner of the address side.
• These provisions also apply to the franking of items in their entirety.
16. Price of Postage Stamps and Stationery (Regulation 17)
• Postage stamps, postcards, letter cards, and aerogrammes are sold for their denoted value.
• Embossed envelopes and registration envelopes are sold at the prices listed in Table VII of Schedule I.
• Special Rakhi Envelopes are sold at prices determined by the concerned Circle Head.
17. Standards for Addressing on Domestic Items (Regulation 18)
• An item should not have more than one delivery address.
• However, this does not prevent delivery to another address as specified by administrative instructions.
• The address, whether handwritten or machine-printed, must contain specific elements in a particular order.
• The addressee's address should be written in the center of the front side of an envelope, and the sender's address on the lower left of the front side.
• The addresses of the addressee and sender should begin with the words "To" and "From," respectively.
• A minimum blank space of 15mm must be kept from the left, bottom, and right sides of the envelope, and the addressee's address block should have a minimum gap of 40mm from the top.
