156. What is the MACPS rule regarding employees who are undergoing a penalty of "withholding of next increment" on their due date?
The financial upgradation cannot be granted during the currency of the penalty; it will be formally deferred and released only after the penalty period expires.

158. Can an employee claim a retrospective MACPS upgrade for a period during which they were under a "cloud of doubt" but no formal chargesheet was issued?
Yes, unless a formal chargesheet is issued or they are placed under suspension, a mere internal investigation or "cloud of doubt" cannot be used to withhold a MACPS upgrade.

159. If an employee is found "Unfit" by the Screening Committee in July 2025, when can their case be placed before the committee again?
