62. Rules Digest - Posting of SPMs in Single-Handed Post Offices
• Recent fraud cases involving lost/stolen KVPs/NSCs (Kisan Vikas Patras/National Savings Certificates) and significant public money loss have revealed a serious issue. A Head Post Office repeatedly deputed the same one or two Postal Assistants (PAs) to serve as Sub Postmasters (SPMs) in seven different Sub Post Offices (SOs). These officials, who already had blemished service records, committed frauds in all the SOs where they were deputed as SPMs.
• Existing Instruction (November 6, 2006) mandate that when posting or transferring officials as SPMs in single-handed post offices, their antecedents (background/record) must be compulsorily verified.
• The aforementioned instruction regarding compulsory antecedent verification also applies to officials deputed to work as SPMs in single-handed SOs for temporary arrangements, such as covering for leave or training periods.
• Necessary instructions must be issued to all concerned personnel, and strict compliance with these guidelines must be ensured.
Posting of SPMs in the Single handed post offices
Frauds in the payment of lost/stolen KVPs/NSCs involving considerable loss of public money have come to light where a Head Post Office was found to have deputed the same one or two Postal Assistant to work as Sub Postmaster in seven different Sub Post Offices. The said officials who already had blemished record of service, committed frauds in all the Sub Post Offices where deputed as SPMs.
In the regard your kind attention is invited to instructions issued vide this office letter No. 6-06/Rag-01/2008-Inv, dated 06.11.2006 stipulating that while posting and transferring officials as Sub Postmasters of single handed post offices, their antecedents should be compulsorily be verified.
I am directed to say that the said instructions are applicable in the cases of officials deputed to work as SPMs in the single handed SOs in leave/training arrangement etc. also. Further necessary instructions may be issued to all concerned in this regard and strict compliance may kindly be ensured.
