236. Daily Rules Digest - Relaxation of HSG I Recruitment Rules – Is it advantageous?
• The Department of Posts issued orders to relax the minimum condition of qualifying service for promotion to HSG I vide its orders No X-4/2/2020-SPN II dated 24.1.2024.
• As per the recruitment rules for HSG I, the officials with 5 years qualifying service as on 1st January will alone be considered for the HSG I promotion.
• After the cadre review, the regular HSG II promotions were not issued in many cases as the LSG officials did not possess minimum six years qualifying service.
• The process of HSG II promotions were commenced only in some circles this year and this is pending in many circles.
• The Postmaster cadre officials who merged with the LSG & HSG II who have completed the required minimum qualifying service were accorded promotion up to HSG II .
• Now as per this order dated 24.1.2024 the officials possessing three year’s service in HSG II will be considered for promotion to HSG I and the relaxation is granted only for the vacancy year 2022 & 2023.
• As per this order only 134 HSG officials all over India are benefitted with the HSG I promotion for 2022 vacancies and 71 officials during 2023. Totally 205 officials all over India will be benefitted. There are 2506 HSG I posts as per the Recruitment rules.
• Our demand should be that as one time relaxation even a single day of assumption in HSG II will be considered for HSG I promotion as if exercised during 2006 & 2007.
• Otherwise, the HSG I posts will remain vacant for another five years as per the Recruitment Rules.
