Considering training period for MACP – Topsy turvy orders by the DOP

• As per Para 9 of the MACP scheme orders dated 19.5.2009, pre-appointment training before regular appointment is not counted for the Modified Assured Career Progression (MACP) scheme.

• The Department of Posts reiterated the same stance through its orders dated 2.7.2018, citing the Department of Personnel and Training (DoPT) Dy dated 5.6.2018, stating that pre-appointment training should not be considered for MACP.

• However, the Department of Posts (DOP) later clarified to the Telangana circle via its letter dated 24.4.2023 that the training period is also to be counted for all purposes like MACP and promotion.

• This later clarification aligns with the Department of Personnel and Training (DoPT) Office Memorandum (OM) dated 22.10.1990, which states that the training period will be added and treated as duty for the purpose of drawing increments.

• The logic follows that when the training period is considered for the purpose of drawing increments, it should also be taken as Duty for Career and Capacity Stepping (DCCS) and other relevant purposes.

• Nevertheless, the Department of Posts (Dept of Posts) withdrew its instructions dated 24.4.2023 through its letter dated 15.5.2023, instead of referring the matter to the Department of Personnel and Training (DOPT) to seek clarification based on the DOPT OM dated 22.10.1990.

• This withdrawal is unfortunate and appears to be against the principles of natural justice.
