What is the clarification with regard to posting of HSG I (NFG)?
According to DG (P) No. 25-04/2012-PE I dated 10.2.2023, the clarification regarding the posting of HSG I (NFG) is as follows:
Initially, during cadre review discussions, it was assured that HSG I officials completing two years in the grade would receive the next scale as HSG I (NFG). However, subsequent orders dated 10.11.2017 limited this upgradation to only 10% of the HSG I posts, resulting in only 235 posts being upgraded.
A significant issue arose because the recruitment rules for HSG I (NFG) were not issued, which are necessary when posts are identified and promotions are made based on seniority cum fitness. Despite this, circles were instructed to identify posts and assign NFG officials, leading to subsequent upgradations and downgradations based on the number of NFG officials.
There was a lack of clarity regarding whether HSG I (NFG) was a promotion or a financial upgradation. The department has now clarified that HSG I (NFG) is merely a non-functional grade intended to provide financial benefits to the senior-most employees in the HSG I cadre.
Officials in the HSG I (NFG) grade will continue to perform the same duties, although they may be assigned higher responsibilities. Therefore, there is no need to identify separate NFG posts. Instead, in-situ promotions should be given as per the number of posts identified in the grade.
