அனைவருக்கும் வணக்கம்!
தற்போது PLI மற்றும் RPLI பணிகளுக்கு வழங்கப்பட்டு வரும் ஊக்கத்தொகையை (incentive) முகவர்கள் தொடர்ந்து பெறுவதற்கான சில விதிமுறைகள் துறையால் தளர்த்தப்பட்டுள்ளன. இது குறித்து இன்று இயக்குநரகத்தால் ஆணை பிறப்பிக்கப்பட்டுள்ளது.
தற்போது PLI மற்றும் RPLI பணிகளுக்கு வழங்கப்பட்டு வரும் ஊக்கத்தொகையை (incentive) முகவர்கள் தொடர்ந்து பெறுவதற்கான சில விதிமுறைகள் துறையால் தளர்த்தப்பட்டுள்ளன. இது குறித்து இன்று இயக்குநரகத்தால் ஆணை பிறப்பிக்கப்பட்டுள்ளது.
1. இதன்படி, முகவர்கள் ஒரு நிதியாண்டில் குறைந்தபட்சம் நான்கு பாலிசிகளைப் பிடிக்க வேண்டும் என்ற நிபந்தனை தளர்த்தப்பட்டுள்ளது.
2. ஒரு துறை ஊழியர் பதவி உயர்வு காரணமாக PLI பாலிசிகளைப் பிடிக்க முடியாத நிலை ஏற்பட்டால், அதாவது உதவி நிர்வாக அலுவலர் (AAO) ஆகவோ அல்லது ஆய்வாளர்/உதவி கண்காணிப்பாளர் (IP/ASP) ஆகியோர் கோட்ட கண்காணிப்பாளர் (SP/SSP) ஆகவோ பதவி உயர்வு பெற்றால், பதவி உயர்வு பெறுவதற்கு முன்னர் அவர்கள் பிடித்திருந்த பாலிசிகளுக்கான புதுப்பித்தல் ஊக்கத்தொகை (Renewal Incentive) இறுதி பிரீமியம் செலுத்தும் வரை வழங்கப்படும்.
3. ஒரு முகவர் குற்றவியல் நடவடிக்கைகளில் ஈடுபட்டு, ஒழுங்கீனமான செயல்களில் ஈடுபட்டு, ஏமாற்று வேலைகள் செய்து நம்பகத்தன்மையை இழக்கும் நிலையில் அவருடைய நேரடி முகவர் உரிமம் ரத்து செய்யப்படும். அந்த தேதியிலிருந்து அவருக்கு ஊக்கத்தொகை வழங்கப்படாது. இது ஒழுங்கு நடவடிக்கை காரணமாக பணியிலிருந்து நீக்கம் செய்யப்பட்ட துறை மற்றும் ஜிடிஎஸ் ஊழியர்களுக்கும் பொருந்தும்.
4. ஒரு முகவர் முகவராகப் பணியாற்றிய காலத்திலேயே இறந்து போகும் பட்சத்தில், அவருக்கு வழங்கப்பட வேண்டிய புதுப்பித்தல் கமிஷன் தொகை அவருடைய வாரிசுதாரருக்கு பிரீமியம் செலுத்தும் காலம் வரை வழங்கப்படும். இதற்கு நீதிமன்றத்தால் வழங்கப்படுகின்ற வாரிசுரிமைச் சான்றிதழ் (Succession Certificate) அல்லது வாரிசுச் சான்றிதழைச் ( Legal heir certificate ) சமர்ப்பிக்க வேண்டும். வாரிசுதாரர் கமிஷன் தடையின்றி இறுதி வரை பெறுவதற்கு, சம்பந்தப்பட்ட முகவர் முகவராக நியமிக்கப்பட்ட நாளில் இருந்து குறைந்தபட்சம் இரண்டு வருடங்கள் பணியாற்றி இருக்க வேண்டும். இந்த இரண்டு ஆண்டுகளில் குறைந்தபட்சம் எட்டு பாலிசிகளைப் பிடித்திருக்க வேண்டும். வாரிசுதாரர்கள் இறந்த முகவரின் முகவர் குறியீட்டை (Agent Code) பயன்படுத்த முடியாது. ஆனால், வாரிசுதாரர்கள் தனியாக முகவராக இணைந்து புதிய பாலிசிகளைப் பிடிக்கலாம். வாரிசுதாரர் மற்றும் அவர்களது சேமிப்பு கணக்குகள் குறித்த விவரங்கள் மெக்கமிஷ் மென்பொருளில் (McCamish Software) இணைக்கப்பட்டு, கமிஷன் தங்கு தடையின்றி பெறுவதற்கு வழிவகை செய்யப்பட வேண்டும்.
5. நேரடி முகவர் மற்றும் கள அலுவலர் (Field Officer) ஆகுவதற்கு தற்போது உள்ள அதிகபட்ச வயது வரம்பு தளர்த்தப்படுகிறது. இனி எந்த வயதிலும் ஒருவர் நேரடி முகவர் அல்லது கள அலுவலராக இணையலாம்.
6. பணியிலிருந்து ஓய்வு பெற்ற துறை மற்றும் ஜிடிஎஸ் ஊழியர்கள், அவர்கள் பணியில் இருந்தபோது பிடித்த பாலிசிகளுக்கான புதுப்பித்தல் ஊக்கத்தொகை (Renewal Incentive ) தொடர்ந்து வழங்கப்படும். இதற்கு நிபந்தனையாக, ஓய்வு பெற்ற துறை ஊழியர் அல்லது ஜிடிஎஸ் ஊழியர் அவர்கள் ஓய்வு பெற்ற நாளில் இருந்து மூன்று மாதத்திற்குள் தங்களை கள அலுவலராக இணைத்துக் கொள்ள வேண்டும்.
மேலே சொன்ன இந்த மாற்றங்கள் அனைத்தும் உரிய வகையில் கிடைக்க மெக்கமிஷ் மென்பொருளில் மாற்றம் செய்யப்படும். இந்த மாற்றங்கள் அனைத்தும் 31.03.2025 அன்று நடைமுறைக்கு வரும்.

Certain rules for agents to continue receiving incentives for PLI and RPLI schemes have been relaxed by the department. An order regarding this has been issued by the directorate today.
1. The condition that agents must secure a minimum of four policies in a financial year has been relaxed.
2. If a departmental employee who is unable to secure PLI policies due to promotionional posts does not allow to procure PLI Policies , such as promotion to Assistant Administrative Officer (AAO) or Inspector/Assistant Superintendent (IP/ASP) to Superintendent (SP/SSP), the Renewal Incentive for policies secured before the promotion i.e. cadre prior to their promotion will be provided until the final premium is paid.
3. If an agent engages in criminal activities, disorderly conduct, fraud, or breaches trust, their direct agency license will be revoked. They will not be eligible for incentives from that date. This also applies to departmental and GDS employees dismissed due to disciplinary action.
4. If an agent dies while serving as an agent, the Renewal Commission amount due to them will continue to be paid to their legal heir until the premium payment period. To receive this, a Succession Certificate or legal heir certificate issued by the court must be submitted. For the legal heir to receive the commission without interruption until the end, the agent must have served for at least two years from the date of their appointment as an agent. They must have secured at least eight policies in these two years. Legal heirs cannot use the deceased agent's Agent Code. However, they can join as agents separately and secure new policies. Details of the legal heir and their savings accounts should be integrated into the McCamish Software to ensure seamless commission receipt.
5. The current maximum age limit for becoming a direct agent and Field Officer is relaxed. Now, anyone can join as a direct agent or Field Officer at any age.
6. Departmental and GDS employees who have retired will continue to receive the Renewal Incentive for policies secured during their service. As a condition, retired departmental or GDS employees must enroll themselves as Field Officers within three months of their retirement date.
7. The McCamish Software will be modified to ensure these changes are implemented appropriately. All these changes will come into effect on March 31, 2025.
