The Final Order
248. After consulting the Vigilance Commission and the Public Service Commission, wherever such consultation is necessary, the disciplinary authority shall apply its mind to the record of the case and take a final decision in the matter which shall be communicated to the charged employee in the form of a speaking order, i.e., an order containing mention of the reasons for the conclusions reached and the facts and materials on which they are based.
249. The final order should be communicated in writing. The order may be served on the public servant in person or sent to him by registered post. In case his present address is not known, for instance, where he has absconded, the order may be published in the official Gazette, or in one or two local Newspapers.
