23. Can two penalties be imposed for one lapse/offense?
It can; but one of the two must be recovery from the pay of the loss caused to the Government due to negligence (Para 108 of Postal Manual Vol. - III refers)

24. What is the distinction between censure and warning?
Censure is a statutory punishment imposed for good and sufficient reason, after following the prescribed procedure. A written warning is an administrative devise to reprimand an official on his petty lapses and errors etc.

25. Will the disciplinary proceedings initiated before retirement continues even after retirement?
Minor penalty proceedings will have to be finalized or will be treated as closed before retirement. Major penalty proceedings will be continued in the form of Rule 9 of CCS (Pension) Rules - proceedings.
