Complaints of abstractions/pilferages and loss of parcels of the EPP /VP /RP/ Insured categories
• Recent complaints from online and commercial firms regarding abstractions and pilferages from parcels sent via EPP/VP/RP and Insured services have tarnished the department's image and caused financial losses.
• These incidents, attributed to laxity in implementing existing instructions, have also negatively impacted departmental revenue. To address this, strict adherence to Postal Manual guidelines, including mandatory visits by inspectorial officers and review of their reports, is crucial.
• The utilization of Central and Regional Checking Squads for surprise inspections is also emphasized. Additionally, the installation of CCTV systems at vulnerable offices and thorough analysis of complaints to pinpoint pilferage locations are required.
• A report detailing specific actions taken and further preventative suggestions must be submitted to the Directorate.

ORDER
Recently a number of complaints have been received. Mainly from the online and other commercial firms dealing with mail orders, alleging abstractions and pilferages of articles from the parcels sent by them under the EPP/VP/RP and Insured services of the department. Such incidents not only cause financial losses to our esteemed customers and the department, but also tarnish the fair image of the department. Revenues of the department are also affected significantly. It is felt that laxity in the implementation of instructions has led to such frauds/abstractions.
2. Therefore, with a view to bringing such incidents to halt, it is requested to kindly ensure that instructions contained in Postal Manual Volume VII and other volumes and instructions issued from time to time are followed scrupulously at all levels. In particular, visits prescribed in Rule 157 of Postal Manual Volume VII, for SSRMs/SRMs/ASRMs/IRMs and other inspectorial and other administrative officers are invariably made and their VRs are reviewed by the next higher authority. Services of the Central and Regional Checking Squads should also be utilized to pay surprise visits to the running Sections of the RMS and other offices.
3. Besides, installation of CCTVs at important and vulnerable/ suspected offices be also considered. Analysis of the complaints received in this regard be also got made deeply to arrive at the specific points of pilferages/theft.
4. A report on specific action taken and further suggestions. If any, to prevent such incidents be sent to Directorate.
