2. Filling up of HSG-II, HSG-I, LSG, and PA Vacancies through One-Time Relaxation

A one-time relaxation was granted in the minimum qualifying service conditions for promotion to HSG-II and HSG-I posts, as per Directorate letters dated 09.02.2024 and 24.01.2024, but only for the vacancy years 2022 and 2023. While this measure provided some relief, it did not fully address the core issue of shortages in the feeder cadre of LSG. 

Due to this limitation, only a small number of officials were promoted to HSG-I and HSG-II under these orders, leaving a significant number of HSG-II and HSG-I posts still vacant. This ongoing vacancy also impacts the PA cadre, as the resultant vacancies in HSG-II and HSG-I hinder further promotions and block the process of filling PA posts according to the Recruitment Rules.

To resolve this issue more effectively, it is requested that the period of one-time relaxation be extended  further. This extension will ensure that all vacant HSG posts are filled promptly, thereby creating opportunities for promotions and enabling the immediate filling of resultant PA vacancies.
