When penalty of recovery from pay has been imposed. Results may be declared in case of LDCE or in case of seniority cum fitness

However promotion will be given only after all the pecuniary loss caused to Government fully recovered 

Same applicable to MACP in terms of Para 18 of consolidated guidelines dated 22.10.2019
