Rules, Rights & Rites -183 New digital procedure for handling Children Education Allowance (CEA) claims

 Rules, Rights & Rites -183

I usually post all important items related to official rulings, union news, and other general matters on my YouTube channels: Yourskayveeyes (English) and Anbudan Kayveeyes (Tamil).
However, due to the recent spate of orders and the high volume of information being received, I have not been able to convert every item into a video. Therefore, I am introducing these new slots to post current matters and updates that have not yet been published on YouTube. This ensures you stay informed on every detail, even if a video hasn't been made yet …………….Kayveeyes

New digital procedure for handling Children Education Allowance (CEA) claims:

• The Centre for Excellence in Postal Technology (CEPT) has developed a new digital functionality in APT 2.0 (Advanced Postal Technology) for online submission, verification, approval, and payment processing of CEA claims.
• Online filing of CEA claims via the APT 2.0 platform is now strictly mandatory for all employees.
• Alongside the online process, employees are still required to submit physical copies of their claims and supporting documents to their Drawing & Disbursing Officer (DDO) for formal verification and record keeping.
• The physical claims must continue to use the existing Department of Personnel and Training (DoPT) prescribed format.
• The digital workflow operates on an assignment system using specific employee portal roles:
o Employee Self Service: Standard access given by default to all Department of Posts (DOP) employees to submit a claim.
o Pay Verification Authority: Assigned to personnel like Accountants or Divisional Accountants to verify or assign submitted requests.
o Sanctioning / Approving Authority: Assigned to higher authorities (e.g., SSPOs, ADs, DDGs) to officially approve or reject verified requests.
o Payroll DDO Supervisor / Approver: Assigned to HO PMs or ADs to disburse approved payments via POSB or arrange bank cheques.
• Employees login to the portal via an authenticator app (TOTP) or mobile OTP. From the "Employee Payments System" card, they navigate to "Reimbursements," select "Children Education Allowance," enter school details/amounts, upload scanned proofs (e.g., a Bonafide Certificate), and submit to generate a unique request ID.
• The designated verification authority reviews the digital application, downloads the attachments to match details, types in the evaluated "Eligible CEA Amount," and updates the status to verified. Alternatively, they may reassign the workflow to another verification user.
• The sanctioning authority accesses a dedicated pending list to examine the claim details and clicks "Approve" or "Reject".
• Once sanctioned, the claim automatically routes to the DDO's payment interface. The system handles final POSB or bank disbursals and generates automated digital ledgers, including the Payroll Account Summary, Budget Block Consumption Report, and Account Summary Report.
