What clarification and approval were issued regarding the extension of notional monetary benefits under the TBOP and BCR schemes to Postmen/Mail Guards for the period from 01.01.1996 to 09.10.1997?

Previously, notional benefits granted in the entry-level pay scale created an anomaly where both the entry-level and TBOP scales for Postman/Mail Guard remained at Rs. 3050-4590 during 01.01.1996 to 09.10.1997, depriving officials of higher scale upgrades. 

In consultation with the Ministry of Finance (Department of Expenditure), the Department of Posts agreed to extend notional monetary benefits under the TBOP/MACP-I and BCR/MACP-II schemes to Postman/Mail Guards for the period from 01.01.1996 to 09.10.1997 in the revised pay scales of Rs. 3200-4900 and Rs. 4000-6000 respectively. 

As per the Supreme Court's stipulation, the concerned employees are not entitled to any arrears of wages/salaries for this interregnum period.
