Amended guidelines for the Inter-Circle transfer of Inspector Posts (IP) and Assistant Superintendent of Posts (ASP).
• Transfer requests based on specific grounds (previously defined in 2023) will now only receive preference during the specific transfer cycle in which they are submitted.
• All previously considered requests will keep their current position in the priority/waiting list. New requests will be placed below them.
• Candidates who are Persons with Benchmark Disabilities (PwBD) will always receive top priority in every transfer cycle, regardless of when they applied.
• The guidelines clarify how pending legal or disciplinary actions affect a transfer:
• Rule 16 (Minor Penalties): If proceedings are pending, an official can be held back for a maximum of three months. After three months (or once the order is issued, whichever is earlier), the official must be relieved.
• Rule 14 (Major Penalties): If Rule 14 proceedings are pending or contemplated, the transfer request is deemed cancelled immediately.
• Officials under Rule 14 do not need to reapply; they retain their original waiting list number and will be considered again once proceedings conclude, subject to the outcome and vacancy availability.
• There must be a minimum gap of six months between two sittings of the Transfer Committee.
• The Committee may meet sooner if required for new allotments resulting from promotions or the availability of Direct Recruit candidates.
• These instructions come into force immediately (as of February 9, 2026).
• Cases that have already been decided under previous instructions will not be reopened.
