The crucial date for determining promotion eligibility is fixed as 1st April of the vacancy year for all cadres where Annual Performance Appraisal Reports (APARs) are written financial year-wise. For the Department of Posts, this uniform financial year-based system took effect starting from the vacancy year 2015–16.
To facilitate a smooth transition and bring an end to the old calendar year system previously used by Circle cadres (which concluded at the end of 2014), a one-time adjustment was made: all vacancies arising between 1st January and 31st March, 2015 were merged into the vacancies of the financial year 2015–16.
