What is the procedure for consulting the Union Public Service Commission (UPSC) regarding draft Recruitment Rules?
After obtaining concurrence from the DoPT, the Administrative Ministry or Department must send a self-contained letter to the UPSC. What is an 'Initial Constitution' clause in Recruitment Rules, and when is it used?
An initial constitution clause is inserted into the notification when a new service is formed and rules are framed for the first time.
