What is the legal and administrative procedure when posts are transferred from one Ministry or Department to another?
The affected Ministries or Departments must first mutually agree to the transfer, and the transfer must be concurred by the Department of Expenditure. Following this, the existing Recruitment Rules must be de-notified in consultation with the DoPT, UPSC, and Ministry of Law, allowing suitable new rules to be framed in the receiving department.
